PURPOSE/ACTION REQUESTED

                     Authorize to award and execute contract with Thomas & Sons Construction, Inc., to provide general contractor services for County State Aid Highway (CSAH) 28 Roadway Improvements, County Project (CP) 28-76 in Inver Grove Heights.

                     Authorize to amend the 2025 Capital Improvement Program (CIP) Adopted Budget for the construction of County State Aid Highway (CSAH) 28 Roadway Improvements, County Project (CP) 28-76 in Inver Grove Heights.

 

SUMMARY

To provide a safe and efficient transportation system, Dakota County is proceeding with CP 28-76, the CSAH 28 Roadway Improvements (Attachment: Project Location Map). County Project 28-76 consists of a lane reduction, pedestrian crossing improvements, signal revisions, and a signal replacement along CSAH 28 between Babcock Trail and Blaine Avenue.

 

Design documents were prepared by the KLJ Engineering LLC team in consultation with staff. Dakota County advertised a Request for Bids on March 17, 2025. On April 15, 2025, five qualified bids were received as follows:

Staff has reviewed the bids and determined that Thomas & Sons Construction, Inc., has submitted the lowest responsive and responsible bid of $1,968,228.43. The lowest bid is approximately 19.9 percent lower than the engineer’s estimate of $2,458,616.70 for CP 28-76.

 

An amendment is requested to the 2025 CIP Adopted Budget to increase construction budgets for CP 28-76. The City’s overall cost share decreased due to competitive bid pricing for the traffic signal for which the City has a 50 percent cost share. The budget amendment requested also includes funds of $64,771.57 to cover additional construction services. The County’s budgeted cost share has increased by $675,000 due to added micro-surfacing and an increase in construction costs.

EXPLANATION OF FISCAL/FTE IMPACTS

The 2025 Transportation CIP includes a total budget of $1,613,000. A budget amendment of $420,000.00 is needed to correct the funding allocations for the expected City funds and increase the total project budget based on the cost share agreement and the scope changes.

WHEREAS, to provide a safe and efficient transportation system, Dakota County is proceeding with the County Project (CP) 28-76; and

 

WHEREAS, CP 28-76 consists of a lane reduction, crossing improvements, signal revisions, and a signal replacement along County State Aid Highway 28 between Babcock Trail and Blaine Avenue; and

 

WHEREAS, Dakota County is the lead agency for CP 28-76, with construction scheduled to begin in summer 2025 following authorization of a budget amendment and execution of a construction contract for CP28-76; and

 

WHEREAS, five competitive bids were received for CP 28-76 on April 15, 2025; and

 

WHEREAS, Thomas & Sons Construction, Inc., submitted the low bid of $1,968,228.43 for CP 28-76; and

 

WHEREAS, staff has reviewed the qualifications of the bidder and recommends award in

an amount not to exceed $1,968,228.43; and

 

WHEREAS, the 2025 Capital Improvement Program Adopted Budget requires amendment for 28-76 to continue with the construction contract with Thomas & Sons Construction, Inc.

 

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes its Transportation Director to execute a contract with Thomas & Sons, Inc., in an amount not to exceed $1,968,228.43 for CP 28-76, subject to approval by the County Attorney’s Office as to form; and

 

BE IT FURTHER RESOLVED, That the 2025 Capital Improvement Program budget is hereby amended as follows:
