WHEREAS, Dakota County has included County Projects 26-60 and 26-68 in its Transportation Capital Improvement Program to redesign County State Aid Highway 26 (70th Street) in Inver Grove Heights; and
WHEREAS, County Project 26-60 is a planned reconstruction of a portion of County State Aid Highway 26 between Trunk Highway 3 and County State Aid Highway 73 in Inver Grove Heights and includes an expansion to three lanes, construction of stormwater sewer, construction of multiuse trail, extension of city utilities and traffic safety and access management improvements; and
WHEREAS, County Project 26-68 will perform pavement rehabilitation on a portion of County State Aid Highway 26 between County State Aid Highway 73 and Cahill Avenue in Inver Grove Heights and include a reduction from five-lanes to three, construction of multiuse trail, extension of city utilities and traffic safety and access management improvements; and
WHEREAS, Dakota County is the lead agency for County Projects 26-60 and 26-68; and
WHEREAS, by Resolution No. 25-422 (September 9, 2025), The Dakota County Board of Commissioners authorized staff to execute a contract with Kimley-Horn and Associates, Inc. for final design services for County Projects 26-60 and 26-68 for a not-to-exceed amount of $852,359; and
WHEREAS, additional work to complete final plan and construction documents was identified in the course of design to revise the median and roadways widths, coordinate with a concurrent Minnesota Department of Transportation project on Trunk Highway 52, and revise public utility plans; and
WHEREAS, Kimley-Horn And Associates, Inc. produced an additional work scope at the request of the County in the amount of $76,480 to incorporate the expanded tasks necessary to complete final plans and advance the project to construction; and
WHEREAS, staff recommends the continuation of the final design contract with Kimley-Horn and Associates.
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioner hereby authorizes the County Manager or delegate to amend the contract with Kimley-Horn and Associates, Inc. in an amount not to exceed $928,839 to allow for continuation and completion of final design for County Projects 26-60 and 26-68.

BACKGROUND
To provide a safe and efficient transportation system, Dakota County and the City of Inver Grove Heights are proceeding with County Project (CP) 26-60 and CP 26-68 on County State Aid Highway (CSAH) 26 in Inver Grove Heights. CP 26-60 is a planned reconstruction of 1.0-mile segment of CSAH 26, expanding it from two lanes to three and adding storm sewer and multiuse trail. CP 26-68 will perform pavement maintenance on a 0.9-mile segment of CSAH 26 and reduce the roadway from five lanes to three and construct multiuse trail on the north side of the roadway (Attachment: Project Map). Both projects will also address traffic safety, access management, and pedestrian accommodations and include extensions of city utilities. By Resolution No. 25-422 (September 9, 2026), Dakota County executed a contract with Kimley-Horn and Associates for $852,359 for design services to complete final plans for the projects.
Design for both projects have advanced, with completion expected in late 2026. Several revisions of the plans for CP 26-60 beyond the original work scope have arisen during the design process. These changes are related to redesign of the median and roadway width to accommodate emergency vehicles, additional plan submissions and coordination with MnDOT related to their concurrent project (CP 26-65) to construct a roundabout on the west side of the CSAH 26/TH 52 interchange, and inclusion of additional watermain and sanitary sewer facilities on CSAH 26 and an intersecting street (Attachment: Amendment Request). Revision to meet current county design standards required significant updates to previously completed work to achieve an acceptable design within the constraints of the project area. The amendment includes the following added or revised work:
• Redesign of median and roadway widths: $60,520
• Additional sewer and watermain design: $9,940
• MnDOT project coordination and plan review: $5,520
• Expenses $500
Completion of these tasks in the coming months is necessary to maintain the project schedule and advance into construction in early 2027.

FINANCIAL AND STAFFING IMPACTS
The 2025 and 2026 Transportation Capital Improvement Program includes $4,385,662 for CP 26-60 TH 3 to CSAH 73 (Babcock Trl) and $768,332 for CP 26-68 OVERLAY 3-LN REDUCE. There is sufficient project budget available to fund this contract amendment.
