PURPOSE/ACTION REQUESTED

Authorize award and execution of contract with Jorgenson Construction, Inc. to provide general contractor services for the Northern Service Center Third Floor Pilot Project.

SUMMARY

The County has been reevaluating office space needs since 2017 to increase the efficiency of existing space and prepare for future growth. That year, the County Board received the Countywide Office Space Study, which recommended the standardization of workspace sizes. Implementation of that plan began in 2019 but was put on hold in 2020 as staff left County buildings during the pandemic. After several years of working remotely, how some staff used their workspaces changed. This hybrid format provided flexibility in work locations. However, it also required new spaces within County buildings to support this flexibility and build on what was learned from the change in work habits.

At the Board’s direction in 2023, staff explored two pilot locations to test out a new design to better support hybrid workers. One of these pilot locations was the third floor of the Northern Service Center. Many of the staff on this floor work a hybrid schedule by the nature of their jobs, and through surveys and manager worksheets, it became clear that this area was an excellent candidate for the pilot program to change workspaces.

The County contracted with M. Arthur Gensler Jr. & Associates, Inc, (Gensler) to work with staff on this new-to-the-County design concept. By Resolution Number 23-310 (July 18, 2023), the County Board approved the schematic design, and staff was authorized to continue with the design and construction of the pilot project.

Gensler prepared construction documents, and the project was formally advertised on December 8, 2023. Competitive bids were received on January 11, 2024. Bids were 25% below the Engineer’s Estimate.

The lowest base bids were as follows:

Bidder:                                          Base:                     Alt. 1:                     Alt. 2:                     Total:

Jorgenson Construction, Minneapolis, MN                     $603,000                     $8,000                     $20,500                     $631,500

Schreiber Mullaney, St Paul, MN                                          $602,890                     $9,200                     $22,900                     $634,990

Ebert Companies, Corcoran, MN                                          $629,000                     $7,800                     $18,400                     $659,500

Two alternates were used to support the bidding outcome, both of which added acoustical elements to the project to help with sound dampening. Alternate One added acoustical ceiling baffles to the noisiest area of the pilot location. Because many existing walls were reused in the design, Alternate Two added acoustical panels onto the walls of the conference rooms to help with room-to-room sound transfer insulation, which did not exist in the original construction.
