PURPOSE/ACTION REQUESTED
Authorize acceptance of Minnesota Department of Transportation (MnDOT) 2025 Transportation Economic Development (TED) Program grant funds for County Project (CP) 99-013 and authorize execution of grant agreement.
SUMMARY
The Minnesota State Legislature established the TED program under Minn. Stat. §174.12, subd. 1 a competitive grant program that funds transportation projects on state highways that provide measurable economic benefits at local, regional, or statewide levels. For this application cycle, the TED grant can fund up to 70 percent of eligible project infrastructure costs.
To provide a safe and efficient transportation system, staff proceed with work on CP 99-013 which includes the reconstruction of County State Aid Highway (CSAH) 46 from Trunk Highway (TH) 3 to County Road 48 in the Cities of Rosemount, Coates and Empire (Attachment: Project Location Map). The project includes the reconstruction of the CSAH 46 and TH 52 interchange ramps to convert the existing side-street stop-controlled intersections to single-lane roundabouts with bypass lanes. The project is currently scheduled for construction in 2029.
By Resolution No. 25-402 (August 26, 2025), the County Board authorized submission of an application under the 2025 TED Program for the CSAH 46 and TH 52 interchange portion of CP 99-013. Dakota County applied in September 2025 requesting $3.85 million for improvements at the US Highway 52 (US 52) ramps and CSAH 46 interchange to support growing commercial and industrial development in Rosemount and surrounding areas. MnDOT awarded the full request of $3.85 million, which represents the 70 percent of the $5.5 million estimate cost for the interchange improvements.
At the CSAH 46/TH 52 interchange, two single-lane roundabouts (RABs) with truck aprons will be constructed at the ramp intersections to provide safer, more consistent access for freight vehicles. Improved turning radii will allow trucks to navigate without waiting for large gaps, as circulating traffic moves at slower, manageable speeds. These enhancements will reduce conflict points, improve traffic flow, and lower intersection-related delays. According to the Federal Highway Administration’s Proven Safety Countermeasures, converting two-way stop-controlled intersections to roundabouts can reduce fatal and injury crashes by up to 82 percent, reinforcing the anticipated safety benefits of this Project.
CIP Programming: CP 99-013 is programmed in the 2026-2030 CIP with construction in 2029. No amendment to the current CIP is required now. The awarded TED funds (Attachment: TED Award Letter) will be programmed in the upcoming 2027-2031 CIP update, anticipated in 2029, to align with the project delivery schedule.

EXPLANATION OF FISCAL/FTE IMPACTS
No budget amendment is required at this time because the TED funds will be programmed in the future CIP update aligned with construction in 2029. No new FTEs are requested.

WHEREAS, by Resolution No. 25-402 (August 26, 2025), the Dakota County Board authorized submission of an application under the 2025 Transportation Economic Development (TED) Program for CP 99-013; and
WHEREAS, MnDOT has awarded Dakota County $3,850,000 under the TED Program for the US Highway 52 ramps and County State Aid Highway (CSAH) 46 intersection improvements, with a total segment cost estimated at $5,500,000; and
WHEREAS, acceptance of the TED grant requires Dakota County to provide the non-state local match estimated at $1,650,000 (30%) for the interchange segment within MnDOT right-of-way.
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby accepts TED Program grant funds in the amount of $3,850,000 for CP 99-013.
BE IT FURTHER RESOLVED, That the Board authorizes the Physical Development Director to execute the grant agreement and any necessary amendments, subject to approval as to form by the Dakota County Attorney’s Office.
