PURPOSE/ACTION REQUESTED
Authorize execution of a contract with Castle Rock Contracting and Tree Service, LLC for tree clearing services for the Minnesota River Greenway within Fort Snelling State Park in Eagan.
SUMMARY
Dakota County is proceeding with the Minnesota River Greenway Fort Snelling Segment (P00127) to construct 3.7 miles of the Minnesota River Greenway between trailheads located near Nicols Road and Lone Oak Road in Eagan, including a pedestrian bridge to cross over railroad owned by Union Pacific (Attachment: Project Map). Tree clearing in advance of trail construction is planned for late Winter 2023 to allow for trail, boardwalk, and bridge construction activities to begin in late 2023 or 2024.
Bid documents were prepared by staff and advertised on December 22, 2022. A total of two bids were received by the deadline of January 23, 2023:

EXPLANATION OF FISCAL/FTE IMPACTS
The amended Parks Capital Improvement Program budget includes $15,173,020 for construction of the Minnesota River Greenway: Fort Snelling Segment (Attachment: Financial Summary). Sufficient funding is available for award of the contract.

WHEREAS, the Minnesota River Greenway runs along the south side of the Minnesota River in Eagan and Burnsville, extending from I35-W in Burnsville to Lilydale Regional Park in Saint Paul; and
WHEREAS, by Resolution No. 11-516 (October 18, 2011), the Dakota County Board of Commissioners adopted the Minnesota River Greenway Plan; and
WHEREAS, the rapidly developing and robust recreational network that has developed in the area has created increased demand for completion of the trail connection between the recently constructed Lone Oak Trail Head, the Cedar Nicols Trailhead, and the Minnesota River Greenway Black Dog Segment to the west; and
WHEREAS, site preparation activities for construction are planned to begin in the near term to maintain project schedule and comply with species protection requirements; and
WHEREAS, on December 22, 2022, a request for bids for tree-clearing services was released; and
WHEREAS, two competitive bids were received by the January 23, 2023 deadline; and
WHEREAS, Castle Rock Contracting and Tree Service, LLC has submitted the low bid of $374,311.50; and
WHEREAS, staff has reviewed the qualifications of the bidder and recommends award to Castle Rock Contracting and Tree Service, LLC as the lowest responsive and responsible bidder in an amount not to exceed $374,311.50 for tree clearing services for the Minnesota River Greenway; and
WHEREAS, sufficient funds are available within the amended 2023 Parks Capital Improvement Program Budget.
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Parks, Facilities, and Fleet Management Director to execute a contract for tree clearing services for the Minnesota River Greenway, in an amount not to exceed $374,311.50, subject to approval by the County Attorney’s office as to form.
