Authorization To Execute Pipeline Crossing Agreement With Union Pacific Railroad Company In City Of Randolph, County Project 88-23

end

PURPOSE/ACTION REQUESTED

Authorize the execution of a Pipeline Crossing Agreement with Union Pacific Railroad Company for a storm sewer utility crossing on County Project (CP) 88-23 in the City of Randolph.

SUMMARY

To provide a safe and efficient transportation system, Dakota County is proceeding with CP 88-23, the reconstruction of County State Aid Highway (CSAH 88) from County Road (CR) 94 to Trunk Highway (TH) 56 in the City of Randolph (Attachment: Project Location Map).

The City of Randolph and the County are partnering on the project to reconstruct the CSAH 88 and install sidewalks and turn lanes. The City of Randolph is the lead agency since the primary component of the project is the installation of sanitary sewer system throughout the City. The project began this spring and is expected to continue into 2025, with the reconstruction of CSAH 88 to be completed in 2024.

A small storm pond will be constructed south of CSAH 88 and will outlet through a 24-inch storm sewer pipe underneath the Union Pacific rail. Union Pacific Railroad Company is requiring the County to execute a pipeline crossing agreement to allow the County owned facility to cross underneath the rail. The agreement includes a permit fee of $1,368 along with Railroad Protective Liability Insurance (Attachment: Pipeline Crossing Agreement).
