WHEREAS, Dakota County’s Crisis Continuum is funded by county levy, third party billing, state grants and American Rescue Plan Act (ARPA); and

 

WHEREAS, the expansion of the embedded social workers is largely funded through ARPA funding and this funding source will be expended by Q3 of 2026; and

 

WHEREAS, to fill this gap in funding, a grant application was submitted to the Department of Public Safety (DPS) Office of Justice Programs (OJP) to support two embedded social worker positions including the 15 percent de Minimis Indirect Cost Rate; and

 

WHEREAS, on June 26, 2026, Dakota County received notice of the award of $299,999.99 in grant funding; and

 

WHEREAS, the grant period is from August 1, 2026 through June 30, 2028.

 

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the County Manager, or delegate, to accept grant funds from the Minnesota Department of Public Safety Office of Justice Programs for Crisis Intervention in the amount of $299,999.99 beginning on or around August 1, 2026, and ending June 30, 2028, and execute the grant agreement, subject to approval by the County Attorney’s Office as to form; and

 

BE IT FURTHER RESOLVED, That the 2026 Social Services Budget is hereby amended as follows:

BACKGROUND

On February 3, 2026, the Department of Public Safety (DPS) Office of Justice Programs (OJP) released a request for proposal (RFP) for the purpose to fund local law enforcement agencies and local governments to start, maintain, or expand crisis response teams in which social workers or mental health professionals serve as first responders when calls for service involve an individual in crisis. By Resolution No. 26-089 (March 3, 2026), the Dakota County Board of Commissioners authorized submission of a grant application to DPS OJP. On June 26, 2026, Dakota County staff were informed that the application was awarded to support sustaining joint law enforcement mental health activities (Attachment: Crisis Grant Award Letter). The grant will support two full-time equivalents for the embedded social workers.

 

RECOMMENDATION

Staff recommends the Board of Commissioners accept the DCP OJP funds for the period of August 1, 2026 through June 30, 2028, at the awarded amount of $299,999.99, budgeting allowable indirect costs, execute the grant agreement and amend the 2026 Social Services Budget.

FINANCIAL AND STAFFING IMPACTS

The positions are time-limited and contingent on the availability of grant funds. Any unused funds will be requested for carry over to the 2027 County Manager’s Recommended Budget.
