PURPOSE/ACTION REQUESTED
Authorize the execution of 2025 Dakota County Domestic Preparedness Committee joint powers agreement (JPA).
SUMMARY
The 2025 DPC joint powers agreement amends and supersedes the original 2003 JPA and the restated 2016 JPA for the Dakota County Domestic Preparedness Committee JPA.
Established in 2003, the Dakota County Domestic Preparedness Committee (DPC) is comprised of 11 cities within Dakota County and the County. The DPC is the governing entity responsible for coordinating response to large-scale disasters or emergencies within and outside of Dakota County and is responsible for maintaining the Special Operations Team (SOT). The SOT responds to large-scale disasters or emergencies within Dakota County and to external jurisdictions. SOT response operations include but are not limited to structural collapse, technical rope rescue, hazardous materials, wildland rescue, confined space rescue, trench rescue, water rescue, and vehicle/machinery disentanglement.
The DPC has completed a review of the current JPA and is proposing several administrative related changes to better align the document with the operations of the DPC. The proposed agreement has been reviewed and approved by the various city attorneys representing the membership and the County Attorney's Office. The JPA with the associated changes highlighted is included as an attachment. The JPA with the signature page is also included as an attachment.

The Office of Risk Management recommends the Board execute the 2025 Dakota County Domestic Preparedness Committee Joint Powers Agreement.
