RESOLUTION

WHEREAS, the Metropolitan Emergency Services Board is a regional organization that jointly plans, coordinates, and administers a regional 911 system, emergency medical services, and a regional radio system in the metropolitan area; and

WHEREAS, by Resolution No. 21-453, the County Board authorized execution of the joint powers agreement for the Metropolitan Emergency Services Board; and

WHEREAS, the current joint powers agreement will expire on December 31, 2026; and

WHEREAS, each Metropolitan Emergency Services Board member must resolve to renew its participation in the joint powers agreement in order for the functions of the Metropolitan Emergency Services Board to continue.

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the County Board Chair to execute the amended and restated joint powers agreement for the Metropolitan Emergency Services Board, for the period of January 1, 2027 through December 31, 2031, with the preliminary 2027 assessment of $214,526 in costs, included in the recommended budget for County Administration under County Membership Dues, subject to approval by the County Attorney’s Office as to form.

BACKGROUND
Metropolitan Emergency Services Board (MESB) members include Anoka County, Carver County, Chisago County, Dakota County, Hennepin County, Isanti County, Ramsey County, Scott County, Sherburne County, Washington County, and the City of Minneapolis.

The MESB counsel and the Executive Director reviewed the current joint powers agreement (JPA) and proposed amendments for the 2027–2031 agreement. The amendments primarily update language to reflect changes that have occurred since the current version was executed.
