PURPOSE/ACTION REQUESTED
Authorize the Enterprise Finance and Information Services Director to execute a contract with the Minnesota Department of Public Safety for $40,000 in 2024-2026 Allied Radio Matrix for Emergency Response (ARMER) Grant Program funding and authorization to amend the 2024 Risk Management Budget.

SUMMARY
The Minnesota Department of Public Safety, Division of Emergency Communication Networks (DPS-ECN) has awarded $40,000 of 2024 - 2026 Allied Radio Matrix for Emergency Response (ARMER) Grant Program funding to Dakota County. This grant includes a 5 percent local match equaling $2,105.26. The tentative grant period for this grant is November 1, 2024 through June 30, 2026, pending the execution date of the grant contract with DPS-ECN.

The matching funds for this project would be allocated from Dakota County Radio Services Capital Improvement budget, contingency line item. The Capital Improvement budget is reviewed and adopted by the Dakota County Board of Commissioners on an annual basis.

This DPS-ECN grant program provides funding to support the purchase and upgrade of radio equipment for local, Tribal, and state agencies participating in the ARMER radio system. DPS-ECN consults with the Statewide Emergency Communications Board (SECB) to administer this grant.

The spending plan and goal for this grant includes the purchase of eight portable 800 MHz radios for replacement of county radios that have reached their end-of-life use. The new radios will support interoperable communication between first respo...
