PURPOSE/ACTION REQUESTED
Authorize the County Manager, or their designee, to execute a 3-year contract with NEOGOV Inc. (d/b/a "NEOGOV") for the purchase of an employee Learning Management System (LMS) solution for managing and tracking employee training (Attachment: NEOGOV Order Form) to replace the current Cornerstone LMS.
SUMMARY
Human Resources is proposing a transition from our current Learning Management System (LMS) provider, Cornerstone, to a more cost-effective and government-oriented alternative, NEOGOV Learn, to manage and track employee training.
NEOGOV Learning Management System offers the functionality we require at a lower cost with more opportunity for efficiency. Since Dakota County already uses NEOGOV for online recruitment, applicant tracking, and onboarding, adding NEOGOV Learn will streamline our processes into one integrated system that has been designed specifically with the public sector in mind.
While Cornerstone has worked well for offering and tracking training, ongoing customer service challenges and steadily increasing costs have made it an unsustainable option. Additionally, the system is complex to administer, requiring significant staff time and resources.

Staff recommends the execution of a contract with NEOGOV for the purchase of NEOGOV Learn in an amount not to exceed $130,000 over the three-year contract.

EXPLANATION OF FISCAL/FTE IMPACTS
The cost in 2025 will be paid for out of Department Budget Incentive Program (BIP). Fees for an LMS are already reflected in Human Resources Department budget. NEOGOV will be replacing the County's current LMS at a lower cost.
