PURPOSE/ACTION REQUESTED
Authorize the execution of a utility reimbursement agreement with Northern States Power Company, a Minnesota corporation ("Xcel Energy"), for the relocation of overhead power along Trunk Highway 3 as part of the Veterans Memorial Greenway Project P00147 in Eagan (Attachment: Location Map).

SUMMARY
To provide a safe and efficient greenway system, Dakota County is proceeding with the Veterans Memorial Greenway Project. Veterans Memorial Greenway, Phase II, will entail the construction of about two miles of shared use trail, including a bridge over State Trunk Highway 3, in Eagan and Inver Grove Heights.

The adopted alignment intersects an existing Xcel Energy overhead transmission line within Minnesota Department of Transportation right of way. The relocation of the transmission line to a buried facility is required and will be done in advance of the project's construction work.

To proceed with project development for Veterans Memorial Greenway, Xcel Energy requested that Dakota County enter into an agreement for reimbursement and relocation of the transmission line. The Xcel Energy relocation agreement provides for payment of contractual obligations before commencing the work. Payments must be made to displaced utility facilities at the time they are needed to relocate.

Xcel Energy estimates the cost of relocating its facilities, including engineering, materials, and construction, is $49,721.88. Actual costs will be determined at the completion of construction.
