WHEREAS, Dakota County, in partnership with the City of Farmington, is proceeding with County Projects (CP) 31-115, 74-011 and 50-043 to improve traffic operations, safety, mobility, and multimodal access along County State Aid Highway (CSAH) 31 (Denmark Avenue), CSAH 74 (220 St W), and CSAH 50 (212 St W); and
WHEREAS, CP 50-043 completes a trail gap along CSAH 50; and
WHEREAS, Dakota County is the lead agency for CP 31-115, CP 74-011, and CP 50-043; and
WHEREAS, the Transportation Department issued a request for proposals to five qualified consultants and received two proposals; and
WHEREAS, County and City staff evaluated the proposals based on project understanding, approach, team expertise, quality control, past performance, and cost; and
WHEREAS, Kimley-Horn and Associates, Inc. submitted the proposal that best met the evaluation criteria and was selected as the preferred consultant; and
WHEREAS, the 2026–2030 Transportation Capital Improvement Program Budget includes sufficient funding for final design services; and
WHEREAS, Staff recommends executing a contract with Kimley-Horn and Associates, Inc. for final design services for CP 31-115, CP 74-011, and CP 50-043 at actual costs not to exceed $1,578,595; and
WHEREAS, City staff concurs with the consultant selection; and
WHEREAS, design costs will be shared in accordance with Dakota County’s Cost Share Policy; and
WHEREAS, the proposed joint power agreement provides that Dakota County will pay 85% and the City of Farmington will pay 15% of eligible design costs for CP 31-115, CP 74-011 and CP 50-043; and
