RESOLUTION

WHEREAS, Minn. Stat. § 471.6161 requires public sector employers to request proposals for fully insured group insurance plans; and

WHEREAS, in accordance with this requirement, Dakota County requested proposals for the County’s dental plan; and

WHEREAS, three viable, fully insured dental plan proposals were received from MetLife, Delta Dental of Minnesota and HealthPartners; and

WHEREAS, together with Deloitte Consulting, staff have evaluated the dental proposals and related financial implications of each proposal; and

WHEREAS, after a thorough review, staff recommend the dental plan provided by Delta Dental of Minnesota.

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the County Manager, or delegate, to execute a contract with Delta Dental of Minnesota to provide Dakota County’s 2027 dental plan and related rates, subject to approval by the County Attorney’s office as to form.

BACKGROUND
Minn. Stat. § 471.6161 requires public sector employers to request proposals for fully insured group insurance plans. In accordance with this requirement, Dakota County requested proposals for the County’s dental plan.

Three viable, fully insured dental plan proposals were received from MetLife, Delta Dental of Minnesota and HealthPartners. Together with Deloitte Consulting, staff have evaluated the dental proposals and related financial implications of each proposal.

The County provides $25, which employees can use towards the cost of dental insurance. Employees pay the majority of the dental premiums, and any savings will accrue directly to employees.

After a thorough review, staff recommend the dental plan provided by Delta Dental of MN, they essentially matched the County’s current plan design with a 2% premium reduction guaranteed for 36 ...
