PURPOSE/ACTION REQUESTED
Authorize executing a joint powers agreement (JPA) with the City of Eagan and the City of Inver Grove Heights for a Greenway Collaborative project that will include final design and construction of a portion of the Mendota-Lebanon Hills Greenway and the reconstruction of Argenta Trail along the border of the cities of Eagan and Inver Grove Heights, County Project (CP) 2000404.

SUMMARY
To promote a safe and efficient greenway system, Dakota County is partnering with the City of Eagan and the City of Inver Grove Heights on CP 2000404. Dakota County completed a feasibility analysis for the Mendota-Lebanon Hills Greenway in 2023 that analyzed alignments that paralleled Argenta Trail and urbanized the existing rural cross-section of Argenta Trail that exists today. It is mutually desirable by the cities to reconstruct Argenta Trail along the municipal boundary from approximately 500 feet north of the intersection of Argenta Trail and Trunk Highway 149 to the north side of the intersection of Opperman Drive and to include the construction of a multi-use regional trail to be part of the future alignment of the Mendota-Lebanon Hills Greenway (Attachment: Location Map). All improvements would be completed in one project, and the County and cities will share project responsibilities and project costs. County staff recommend using the Greenway Collaborative set-aside for the County's costs.
