WHEREAS, Opioid settlement funds are distributed and governed by the Amended Minnesota Opioid State-Subdivision Memorandum of Agreement (“MOA”) which sets forth authorized strategies in the MOA Exhibit A; and
WHEREAS, in January 2024, Dakota County signed onto the Steve Rummler Hope Network’s (SRHN)’s standing order for naloxone, allowing the county to become a Naloxone Access Point (NAP) with the SRHN and purchase nasal naloxone for the NAP sites, which is an authorized use of opioid settlement funds under the MOA Exhibit A strategy H.1; and
WHEREAS, the SRHN and Ken Winters are willing to provide educational content and Screening, Brief Intervention, and Referral to Treatment (SBIRT) trainings, which is an authorized use of opioid settlement funds under the MOA Exhibit A strategy G.8.
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the County Manager, or delegate, to execute a contract with the Steve Rummler Hope Network for a not to exceed amount of $6,000 in opioid settlement funds for educational content and Screening, and Brief Intervention, and Referral to Treatment (SBIRT) trainings, for the period of January 1, 2027 through December, 31, 2030, in accordance with the Amended Minnesota Opioid State-Subdivision Memorandum of Agreement (MOA) Exhibit A strategy item G.8; and
BE IT FURTHER RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the County Manager, or delegate, to purchase nasal naloxone for community use at County Naloxone Access Points from the Steve Rummler Hope Network for a not to exceed amount of $40,000 in opioid settlement funds, in accordance with the MOA Exhibit A strategy item H.1; and
