Hold a closed executive session to review County Commissioner emergency procedures.
SUMMARY
The Dakota County Attorney has advised that prior to closing a County Board meeting, pursuant to the Open Meeting Law, Minn. Stat. ? 13D, the County Board must resolve by majority vote to close the meeting.

The County Manager has recommended a closed executive session be held during the County Board meeting on February 28, 2023, to discuss the following:

WHEREAS, a review of County Commissioner emergency procedures in the event of a building emergency or threat and the subsequent response by law enforcement has been prepared; and
WHEREAS, a clear understanding and knowledge of these procedures by the Dakota County Board of Commissioners will facilitate a timely response during such an emergency; and
WHEREAS, the data in this security briefing is Security Information which is classified as non-public data under Minn. Stat. ? 13.37, Subdivision 1 (a), and classified by statute or federal law as not accessible to the public; and
WHEREAS, Minn. Stat. ? 13D.05, subd. 3 (d), authorizes a public body to close a meeting to receive security briefings and reports and to discuss issues related to security systems.
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby closes the County Board Meeting on February 28, 2023, and recesses to Conference Room 3A, Administration Center, Hastings, Minnesota, in order to receive a review of County Commissioner pro...
