Authorize award and execute a contract with Ebert, Inc. dba Ebert Companies to provide general contractor services for the Lake Byllesby Regional Park Campground Building project.
SUMMARY
The adopted 2025 Parks Capital Improvement Program (CIP) includes a project that explores the replacement or renovation of campground buildings in Lebanon Hills and Lake Byllesby Regional Parks. This project was funded through the Metropolitan Council's Regional Bonding Modernization Grant Program and the Parks and Trails Legacy Fund.
To help prioritize needs, the 2025 "Campground Buildings and Beach House Replacement Study" established a building program and developed preliminary pricing. One of the buildings in this study was a campground building in Lake Byllesby which was programmed to include a severe weather component. Capital Projects Management staff worked with Bloom Companies to develop the design for a storm shelter and restroom building that would accommodate 500 people in the event of inclement weather.
Construction documents were prepared by Bloom Companies and advertised for bid on May 14, 2026. Fifteen bids were received on June 9, 2026. See attached Bid Tabulation for full results. The lowest responsible and responsive bidder is Ebert, Inc (dba Ebert Companies). The lowest three bidders were as follows:
