RESOLUTION

WHEREAS, Dakota County Information Technology has previously held a support contract with AGC Networks, Inc for the Avaya telephony environment; and

WHEREAS, Dakota County's Avaya telephony environment is compliant with Criminal Justice Information policy; and

WHEREAS, Community Corrections, the Sheriff’s Office, and the County Attorney’s Office are required to remain in compliance with Criminal Justice Information policy; and

WHEREAS, Dakota County Information Technology will require continued support on the Avaya telephony environment used by Community Corrections, the Sheriff’s Office, and the County Attorney’s Office; and

WHEREAS, AGC Networks, Inc. dba as Black Box, Inc. has provided a not to exceed quote of $482,949 to update software and support the County’s Avaya telephony environment through December 31, 2029.

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Deputy County Manager to execute a contract with AGC Networks, Inc. dba Black Box, Inc. for Avaya telephony environment updates and support in the amount not to exceed $482,949 from November 9, 2026, through December 31, 2029, subject to approval by the County Attorney’s Office as to form.

BACKGROUND
In 2024, Dakota County Information Technology (IT) contracted AGC Networks, Inc.to support the Avaya telephony environment for the criminal justice departments including County Attorney’s Office, County Sheriff’s Office and Community Corrections. These departments require a different phone system to satisfy security requirements for accessing and using criminal justice information (CJI). The County’s Cisco Webex telephony platform is not approved by the Minnesota Bureau of Criminal Apprehension (BCA) for use of CJI.
