PURPOSE/ACTION REQUESTED
Amend the Transportation Capital Improvement Program (CIP) Adopted Budget for County Project (CP) 86-34 to include additional funding for the Union Pacific Railroad contract under the Construction and Maintenance Agreement with Dakota County, Canadian Pacific, and Union Pacific to support replacement of the existing railroad bridge in Castle Rock, Eureka, Greenvale, and Waterford Townships.

SUMMARY
To provide a safe and efficient transportation system, Dakota County has proceeded with CP 86-34. This project involves the reconstruction of County State Aid Highway (CSAH) 86 (280th Street West) as an undivided two-lane highway with shoulders and dedicated turn lanes at all public road intersections, extending from CSAH 23 (Galaxie Avenue) to Trunk Highway (TH) 3 (Chippendale Ave). The project also includes an urban three-lane section with curb and gutter through the Village of Castle Rock, as well as the replacement of the existing railroad bridge (FRA/DOT #380380F) in coordination with Union Pacific Railroad.

By Resolution No. 20-523 (October 20, 2020), the County Board authorized execution of a Construction and Maintenance (C&M) Agreement between Dakota County, Canadian Pacific (Canadian Pacific), and Union Pacific Railroad Company (Union Pacific) that established project requirements and goals for replacing the existing railroad bridge as part of CP 86-34.

By Resolution No. 22-312 (July 19, 2022), the County Board approved amendments to the 2022 Sales and Use Tax and Transportation Capital Improvement Program (CIP) budgets, and authorized execution of a contract with Northland Grading & Excavating for the construction of CP 86-34.
