PURPOSE/ACTION REQUESTED
Authorize execution of a joint powers agreement (JPA) with Vermillion Township for County Project (CP) 47-45.
SUMMARY
To promote a safe and efficient transportation system, Dakota County is proceeding with CP 47-45, which is the reconstruction of the intersection of County State Aid Highway (CSAH) 47 (Northfield Boulevard) and 85 (Goodwin Avenue) in Vermillion Township (see Attachment: Location Map). The project was identified through the Rural Intersection Safety Assessment as the long-term approach to improve safety by correcting the skew of the intersection. Construction is scheduled for 2023.
County staff has attended multiple Township Board meetings to discuss the removal of 205th Street between CSAH 85 and 47 to improve safety and mobility. 205th Street is under the jurisdiction of Vermillion Township. At the January 2023 Township Board Meeting, the Board agreed to the removal of existing 205th Street and reestablishing the roadway bed with turf. The project includes the removal and turf reestablishment of 205th Street between CSAH 85 and 47.
A JPA with Vermillion Township is proposed to outline cost participation, responsibilities, and the ability to use the Township's right of way for CP 47-45. Dakota County will be responsible for 100 percent of the project costs.

Staff recommends execution of a JPA with Vermillion Township for the construction of CP 47-45 and the ongoing maintenance following the project (see Attachment: Draft JPA).
