PURPOSE/ACTION REQUESTED
Authorize to renew joint powers agreement (JPA) with Independent School District 196 for school resource officer services.
SUMMARY
Since 1996, the Dakota County Board of Commissioners has authorized the Dakota County Sheriff to contract with Independent School District 196 to provide school resource officer services to their academic program. The current two-year contract will expire August 31, 2022 and the school district and the Sheriff's staff desire to continue the school resource officer partnership during the period September 1, 2022, through August 31, 2024.
Independent School District 196 has historically paid 75 percent of the cost of annual salary, benefits and a vehicle for a Special Duty Deputy who is assigned to the school for nine months, with the remaining 25 percent paid by the County. During the summer months, this position is assigned to areas of need within the Sheriff's Office. Independent School District 196 has agreed to compensate Dakota County up to the sum of $82,242 for liaison services and vehicle costs during the 2021-2023 school year, and $86,354 for liaison services and vehicle costs for the 2023-2024 school year.

EXPLANATION OF FISCAL/FTE IMPACTS
The Sheriff's budget includes necessary funding and reimbursement from Independent School District 196 to support this position in 2022 and will be included in the County Manager's recommended budget for 2023 and 2024.
