Update On Opioid Settlement Funds
end
PURPOSE/ACTION REQUESTED
Receive updates on the opioid settlement funds and the formation of the Opioid Response Advisory Committee, as well as discuss the use of city designated opioid settlement funds and the scheduling of the annual meeting with municipalities.
SUMMARY
Dakota County is expected to receive more than $16 million dollars from the National Opioid Settlement Agreements for the purposes of opioid remediation activities or restitution. Dakota County has received $2,318,541 from the phase 1 and 2 settlements of the $3,924,748 scheduled to be received in 2023. In addition, the County has received two payments from the Mallinckrodt settlement totaling $143,227.
Following discussion at the October 3, 2023, Board Workshop, $195,000 of opioid settlement funds were determined to be designated for cities with populations under 30,000 and $390,000 for community designated funds. Further discourse is requested to determine how these funds will be provided to cities. The Opioid Response Advisory Committee will advise the County Board on the use of community designated funds. Dakota County Public Health is responsible for reporting on the outcomes of these funds.
The Opioid Response Advisory Committee had its inaugural meeting on October 3, 2023, and has met four times since its origination. The committee has begun to learn about Dakota County's opioid settlement funds, opioid-related County programming, and has worked to develop bylaws following County Policy 1015.
In observance of the Amended Minnesota Opioids State-Subdivision Memorandum of Agreement, which requires counties to hold an annual meeting with all municipalities in the county, Public Health would like to discuss further the planning and scheduling of the 2024 meeting. The 2023 annual meeting took place on February 7, 2023.
