WHEREAS, pursuant to advertisement, five qualified Resource Management Services proposals were received for the North Zone and four were received for the South Zone on January 14, 2026, for the collection, transportation, and delivery of municipal solid waste, recyclable materials, and organics collected from Dakota County facilities, parks, and select residential organics drop-sites to the appropriate waste management facilities; and
WHEREAS, resource management services also provide for the development of a detailed billing/invoicing reporting system and collaboration with County staff to improve waste reduction and recycling efforts, and
WHEREAS, Dick's Sanitation Services, Inc., submitted the lowest responsive and responsible 12-month proposal for the North Zone in the amount of $254,074; and
WHEREAS, Republic submitted the lowest responsive and responsible 12-month proposal for the South Zone in the amount of $341,510; and
WHEREAS, Republic withdrew their proposal prior to execution of the contract; and
WHEREAS, Waste Management submitted the next lowest responsive and responsible 12-month proposal for the South Zone in the amount of $353,441; and
WHEREAS, Waste Management revised their proposal for the South Zone to reflect the new 8-month term in the amount of $313,685; and
WHEREAS, funds for resource management services are included in the 2026 Facilities Management operating budget.
NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby partially rescinds Resolution No. 26-177 (April 21, 2026) and does not award the South Zone to Republic Services of the Twin Cities - Inver Grove Heights; and
