PURPOSE/ACTION REQUESTED
Authorize submission of application to the Minnesota Department of Public Safety (DPS) Office of Justice Programs (OJP) for Crisis Intervention and Behavioral Health grant funds.
SUMMARY
Dakota County operates an embedded social worker program with Joint Powers Agreements with cities through December 31, 2026. Eight full-time equivalent (FTE) embedded social workers are funded with a combination of levy, state grant dollars and American Rescue Plan (ARP).
With ARP funding source expiring December 31, 2026, staff is seeking alternate funding sources.
On May 18, 2026, the Department of Public Safety (DPS) Office of Justice Programs (OJP) released a request for proposal (RFP) with funding from the Byrne State Crisis Intervention Program (Byrne SCIP) for the purpose of enhancing crisis intervention and behavioral health services in Minnesota. Funding is to support initiatives that improve crisis response systems, address behavioral health workforce shortages, and increase access to crisis intervention services.
The OJP grant period is anticipated to be approximately 23 months, beginning on or around November 1, 2026, and ending September 30, 2028. The maximum amount an applicant can propose is $250,000. Indirect costs can be requested in one of the following ways: budget expenses directly in eligible categories, using the Federally Negotiated Indirect Cost rate, and using the 15 percent de Minimis Indirect Cost Rate. Dakota County's application will maximize the allowable indirect rate.
Applications are due July 13, 2026 (Attachment: Crisis Intervention RFP).
