PURPOSE/ACTION REQUESTED
Authorize staff to execute a joint powers agreement (JPA) with the City of Eagan for preliminary engineering, design, right of way, and construction of trail gaps along County State Aid Highways (CSAH) 31 (Pilot Knob Road) and 43 (Lexington Avenue), County Projects (CP) 31-112 and 43-057.

SUMMARY
To provide a safe and efficient multi-modal transportation system, Dakota County plans and constructs trails along County Highways in partnership with cities. The 2040 Transportation Plan identified a goal of providing a sidewalk or trail along at least one side of urban and suburban county highways by 2040.

Two trail gaps along County highways in Eagan were identified by County and City staff as priorities to advance for design and potential construction (Attachment: Project Map). County Project 31-112 is a trail gap along the west side of CSAH 31 between the I-35E south ramps and CSAH 28 (Yankee Doodle Road). County Project 43-057 is a double-sided trail gap along CSAH 43 between Trunk Highway 55 and approximately one-quarter mile north of CSAH 26 (Lone Oak Road).

A JPA with the City of Eagan is needed to identify roles, responsibilities, and cost share for the City and County. The County Cost Share Policy F1 Roadway identifies the cost share for multi-use trails as 85 percent County funds and 15 percent City funds. Dakota County has available funding in the trail gap set-aside for the County's share of design for both projects. The Draft Dakota County 2025-2029 Capital Improvement Program (CIP) and Budget identifies funding for right of way and construction for CP 43-057 in 2026 and 2027.
