RESOLUTION

WHEREAS, the Natural Resources Management System Plan adopted by Resolution No. 17-274 (May 23, 2017) determined that Parks Natural Resources shall restore Dakota County Parks System's natural areas per each Park Natural Resource Management Plan; and

WHEREAS, the Lebanon Hills Regional Park Natural Resources Management Plan was adopted by Resolution No. 19-769 (October 29, 2019) and identified high-priority ecological restoration sites within the park; and

WHEREAS, the County Board authorized the submission of a grant request to the 2026 Environment and Natural Resource Trust Fund (ENRTF) for the Lebanon Hills Regional Park Natural Resources Restoration and Sustainable Trails Improvements by Resolution No. 25-107 (February 18, 2025); and

WHEREAS, the County Board authorized the acceptance of $2,126,000 in ENRTF grant funds with a County match of $725,000 by Resolution No. 26-247 (June 9, 2026); and

WHEREAS, the West Trailhead at Lebanon Hills Regional Park is a priority location for restoration and enhancement, which is proposed to be completed conjunction with trail construction and decommissioning as part of the Lebanon Hills Regional Park Natural Resources Restoration and Sustainable Trails Project; and

WHEREAS, a Request for Proposals was prepared and released on April 23, 2026, for the West Lebanon Hills Regional Park Restoration Project; and

WHEREAS, the proposal documents include a Base Bid and Three Alternate Bids; and

WHEREAS, the best value proposal was submitted by Native Resource Preservation, LLC; and

WHEREAS, staff recommends acceptance of the Base Bid and Alternate Task G to best meet project goals and stay within budget; and
