PURPOSE/ACTION REQUESTED
Authorize execution of a relocation agreement with Great River Energy (GRE) for removing and replacing existing electric transmission poles associated with bridge construction for the Veterans Memorial Greenway Project.

SUMMARY
To provide a safe and efficient greenway system, Dakota County is proceeding with the Veterans Memorial Greenway (VMG) Phase II segment, which includes the construction of about two miles of shared-use trail. The final design includes a 10' shared-use trail, bridge over State Trunk Highway 3, earthwork and elements of the basic and enhanced memorial nodes, greenway wayfinding, and a new trailhead parking lot off Dodd Road. The VMG Phase II project is scheduled to start construction in 2025. (Attachment: Location Map).

GRE operates a transmission line within the Northern States Power easement and along a portion of State Highway 3 and CP Railroad right of way. With Xcel Energy transmission lines overhead, the bridge location must utilize the space that currently has GRE utility pole infrastructure for bridge piers and abutments. Since GRE has an easement with Northern States Power, the County is partially responsible for the costs to relocate the transmission line poles and any necessary pole relocation work, as it is a project-related impact.

In spring 2023, the County and GRE entered into an engineering review agreement to review the project's impacts on GRE's facilities. GRE has reviewed the project impacts and requires the relocation of one pole and the construction of a new 65' wood pole with guy wires 45' from railroad tracks.
