PURPOSE/ACTION REQUESTED
Authorize execution of joint powers agreement (JPA) with the City of West St. Paul (City) for County Project (CP) 04-017 for final design, right of way acquisition, and construction for multiuse trail, intersection safety improvements, and pavement overlay on County Road (CR) 4 (Butler Avenue) between Trunk Highway (TH) 52 and TH 3 in West St. Paul.

SUMMARY
To provide a safe and efficient transportation system, Dakota County is proceeding with CP 04-017 to construct 0.75 miles of multiuse trail on CR 4 between Robert Street and TH 52 in West St. Paul (see Attachment: Map). This project will also complete a mill and overlay of the pavement and intersection safety improvements at the intersection of CR 4, Sperl Street, and Stassen Lane. West St. Paul is the lead agency for the project and will provide oversight of design and construction activities, with Dakota County responsible for all right of way acquisition work. Completion of design and right of way acquisition is expected in 2023, with construction scheduled for 2025.

The Dakota County Pedestrian and Bicycle Study and Draft 2040 Transportation Plan identified this segment of CR 4 as a high-priority gap in the County's system of multiuse trails along County highways. Current facilities provide limited safe mobility for pedestrians and bicyclists on this high-volume urban street. A multiuse trail undertaken through this project would address this gap and would also aid in the connection to City and County park facilities and regional trails within the city.

Staff recommends entering into a JPA with West St. Paul to formalize cost contributions and responsibilities for the final design, right-of-way acquisition, and construction of CP 04-017.
