PURPOSE/ACTION REQUESTED
Award bid and authorize the execution of a contract with Sir Lines-A-Lot Holdco, Inc. for latex pavement markings at locations on the County highway system, County Project (CP) 99-035, and amend the 2024 Transportation Capital Improvement Program (CIP) Budget.

SUMMARY
To provide a safe and efficient transportation system, Dakota County (County) utilizes latex pavement markings on lower-volume County highways. Latex pavement markings cost-effectively provide a one-to-three-year service life and greater visibility for travelers on lower-volume highways. The County utilizes contract services for latex pavement marking application. This contract is for pavement marking needs on the County highway system that are not included in the County's pavement preservation projects.

The proposed project includes estimated quantities for bidding purposes but does not impose minimum or maximum purchase requirements, allowing flexibility for staff to determine the actual quantity of services based on assessment and needs that may arise without any fee or penalties. Also, by Resolution No. 04-140 (March 23, 2004), local agencies who have signed a joint powers agreement with Dakota County may, on their own, enter into a contract directly with the successful bidder at the same prices.

The estimated quantities in this contract were based on a roadway assessment and knowledge of roadway conditions. The annual nighttime pavement marking survey occurred in mid-May 2024, following the completion of the roadway sweeping, to evaluate the condition of markings based on visibility and the line quality to help determine estimated epoxy pavement marking needs and quantities.
