WHEREAS, by Resolution No. 26-172 (April 21, 2026), the Dakota County Board of Commissioners authorized applying for the 2025 Urban Area Security Initiative Homeland Security Grant; and

WHEREAS, Dakota County has been approved for an allocation of $743,045 in grant funding; and

WHEREAS, with approval from the Dakota County Board of Commissioners, Dakota County will accept the 2025 Urban Area Security Initiative Homeland Security Grant through the Minnesota Department of Public Safety, Division of Homeland Security and Emergency Management (HSEM) as received by the Federal Emergency Management Agency (FEMA); and

WHEREAS, the grant period is January 1, 2026, through December 31, 2027; and

WHEREAS, funding from the federal government under the homeland security grant program will enhance preparedness activities related to natural disasters and terrorism; and

WHEREAS, the goal of the preparedness efforts is to improve countywide disaster and emergency response capabilities.

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Deputy County Manager or delegate to execute a contract with Minnesota Department of Public Safety, Division of Homeland Security and Emergency Management and the Federal Emergency Management Agency, for the Urban Area Security Initiative Homeland Security Grant in the amount of $743,045 for the period January 1, 2026, through December 31, 2027, subject to approval of the County Attorney's Office as to form; and

BE IT FURTHER RESOLVED, That the 2026 Risk and Emergency Management Budget is hereby amended as follows:
