PURPOSE/ACTION REQUESTED
* Authorize acceptance of $175,000 grant from the Minnesota Department of Education and the execution of a grant agreement and related contracts for the design of an outdoor event and seating space at the Burnhaven Library.
* Authorize a contract amendment with Hammel, Green and Abrahamson, Inc. (HGA) and a 2026 Facilities Capital Improvement Program budget amendment for the Burnhaven Library Renovation project, both related to acceptance of these grant funds.
SUMMARY
The Minnesota Department of Education awarded Dakota County a Mary C. Murphy Library Construction Grant for $175,000 for the design and construction of an outdoor event and seating space at the Burnhaven Library. The grant period is July 1, 2026 through July 1, 2031.
The grant will fund a landscape architect to design the space, construction labor, and materials. The proposed project includes lawn grading and restoration, a concrete patio, outdoor furniture, a pergola, fencing, plantings, rock bedding, irrigation, and a new door to access the outdoor space. The estimated total project cost is $175,000. Dakota County has held title to the property at 1101 West County Road 42 since 1965 and Burnhaven Library itself since opening to the public in 1974.
The revenues and expenses associated with the grant are currently not accounted for in the 2026 budget. HGA Architect is under contract for the design of the original library renovation project.
