PURPOSE/ACTION REQUESTED
Approve the 2025 Dakota County Emergency Operations Plan and authorize the County Board Chair, County Manger, and County Emergency Manager to sign the Plan Approval page.
SUMMARY
The Dakota County Emergency Operations Plan (EOP) provides a comprehensive framework that outlines a coordinated response to emergencies and disasters within the County. The EOP promotes a unified and effective approach to managing incidents that threaten public safety, property, and critical infrastructure.
The EOP outlines an all-hazards approach providing the structure for emergency management operations, and describes the responsibilities, capabilities, and requirements across county departments, cities and townships, response agencies, and partner organizations. It integrates local capabilities with state and federal resources, in alignment with the National Incident Management System (NIMS) and the Incident Command System (ICS), to support a scalable, flexible, and adaptable response. Plan development incorporates guidance and best practice from FEMA and Minnesota Homeland Security and Emergency Management's (HSEM).
The EOP is organized into two main sections:
1. Basic Plan - Provides an overview of the county's approach to emergency management, including legal authorities, concept of operations, roles and responsibilities, and coordination protocols.
2. Emergency Support Function (ESF) Annexes - Details the organization and assignment of specific functions such as transportation, communications, public health, and sheltering, outlining how each will be managed during a response.
