RESOLUTION

WHEREAS, the Dakota County Board of Commissioners has the authority, under Minn. Stat. § 471.85, to transfer personal property that is no longer needed by the County to a public corporation for nominal or no consideration; and
WHEREAS, Scott County is a public corporation which utilized the same voting system equipment as Dakota County’s previous voting system; and
WHEREAS, Dakota County has replaced its previous voting system with a new system that does not utilize the Canon DR-G1130 Scanner and has identified these scanners as surplus equipment; and
WHEREAS, Dakota County has 13 of the Canon DR-G1130 Scanners that have no residual value, were commercially available scanners that contain no software or data related to elections or voting and are set to be recycled; and
WHEREAS, Scott County is interested in accepting two of the Canon DR-G1130 Scanners at no cost.
NOW, THERFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby finds that the Canon DR-G1130 Scanners are surplus personal property with no residual value and authorizes the transfer of two the Canon DR-G1130 Scanners to Scott County at no cost.

BACKGROUND
Scott County is only one of five remaining counties in Minnesota that use the Liberty Vote election equipment. Having additional high-speed scanners that are compatible with their voting system would support election administration in Scott County. The transfer of equipment that is obsolete to Dakota County but is beneficial to another public entity is in the public interest.

Staff recommends the transfer of two Canon DR-G1130 Scanners to Scott County at no cost.
