end

PURPOSE/ACTION REQUESTED
Authorize award of bid and execution of a contract with Tech Logic Corporation to provide an automated materials handling system for the Wentworth Library Renovation project.

SUMMARY
The 2025-2029 Facilities Capital Improvement Program Adopted Budget includes a project to renovate the Wentworth Library in West St. Paul. This renovation project will focus on interior changes, such as mechanical and electrical system upgrades, code compliance and accessibility improvements, furniture, fixture, equipment, and finish upgrades, and other changes to support process improvement to service delivery.

A key component of library operations and service delivery is the automated materials handling system (AMHS). The AMHS processes library material returns at both an interior and exterior book drop to check in and sort materials. A new AMHS was planned for and included in the Wentworth Library Renovation project designs, as prepared by Leo A Daly. A Core Planning Group, comprised of Library, IT, and Facilities Management staff, developed the requirements for the AMHS to meet staff needs.

AMHS bid documents were prepared by staff with professional design support from Leo A Daly. The bid documents included a Base Bid and one Alternate Bid. Alternate Bid #1 includes providing a three-year service contract to begin after the initial 12-month warranty period.

The AMHS bid documents were used to obtain competitive bids. The project was formally advertised for three consecutive weeks starting on March 27, 2025. Three competitive bids were received on April 17, 2025. The following list includes the bids received with Base Bid, Alternate Bid #1, and Total values:
