WHEREAS, to provide a safe and efficient transportation system, Dakota County proceeded with County Project (CP) 56-07 to reconstruct 1.1 miles of County State Aid Highway (CSAH) 56 between 65th Street in Inver Grove Heights and 1,100 feet south of Dale Place in South St. Paul; and
WHEREAS, modifications to the curve between Polar Street and Chestnut Street in South St. Paul required the total take acquisition and relocation of four single family homes along CSAH 56; and
WHEREAS, after construction was completed for CP 56-07, remnant parcels remain as open space and have been identified as no longer serving a public purpose for Dakota County; and
WHEREAS, the Dakota County Community Development Agency (CDA) has acquired two adjacent properties along CSAH 56 and identified these four remnant parcels as having the potential for a new multifamily development; and
WHEREAS, the Dakota County Plat Commission and Transportation staff have established the new right of way boundary along the remnant parcels, reserving the necessary right of way and confirming the excess land available to sell to the CDA; and
WHEREAS, the CDA hired an independent appraiser, Nagell Appraisals, to value the available remnant parcels and establish the sale price of $178,000; and
WHEREAS, the CDA has made an offer to purchase the remnant parcels in fee title, subject to the right of way established by Dakota County; and
WHEREAS, County turnback funds were used to acquire the properties and any sale proceeds would be eligible to go back to the Transportation Fund.
