PURPOSE/ACTION REQUESTED
Authorize staff to enter into a cooperative construction agreement with the Minnesota Department of Transportation (MnDOT) for the construction of a new bridge over Trunk Highway (TH) 3 in Eagan for the Veterans Memorial Greenway County Project (CP) P00147.

SUMMARY
To provide a safe and efficient greenway system, Dakota County is proceeding with the Veterans Memorial Greenway (VMG) Phase II segment, which includes the construction of about two miles of shared-use trail. The final design includes a 10' shared-use trail, bridge over TH 3, earthwork and elements of the basic and enhanced memorial nodes, greenway wayfinding, and a new trailhead parking lot off Dodd Road. The VMG Phase II project is scheduled to start construction in 2025. (Attachment: Location Map).

In order to proceed with the improvements within MnDOT's right of way, a cooperative agreement with MnDOT is necessary.

Staff recommends execution of MnDOT Agreement No. 1057627 to define right of way use, construction of a new bridge over TH 3, contract award and construction, and maintenance responsibilities for CP P00147.

EXPLANATION OF FISCAL/FTE IMPACTS
There is no cost to enter into the agreement. There is adequate funding included in the 2024 Parks Capital Improvement Program budget to construct the new section of the Greenway trail and bridge.
