PURPOSE/ACTION REQUESTED
Provide information on the status of the roundabout at County State Aid Highway (CSAH) 50 and CSAH 60 from a safety and operations perspective along with recommended mitigations.
SUMMARY
County staff has undertaken detailed analysis on the CSAH 50 and 60 roundabout reviewing safety and operations. This intersection has the highest crash metrics (exceeding critical thresholds by 5-8 times) across the County and continues to have high crashes despite improvements to signage and striping since its installation.
County staff has conducted an analysis in coordination with the City of Lakeville to determine how the intersection will operate in the future with forecasted traffic volumes and during the Interstate 35 and CSAH 50 interchange project with detours in place. The analysis shows the current roundabout configuration will likely continue to result in high crashes and cause excessive vehicle delay over time (reaching failing levels) which will be detrimental to the safety and mobility of drivers. Alternatives to the roundabout were evaluated including right-turn bypasses and a traffic signal.
