PURPOSE/ACTION REQUESTED
Discuss the preliminary 2025 Draft Parks and Greenways Capital Improvement Program (CIP) and 2025 Draft Environmental Resources CIP.

SUMMARY
As part of the annual budget process, the County prepares a five-year CIP. The CIP identifies capital projects to support existing and future needs. It provides a development program that is used to maximize outside revenue sources and effectively plan for the future growth and maintenance of the County's infrastructure. Each CIP program follows the general principles and prioritization shown below:
* Overarching CIP principles:
o Safety first
o Finish what we have started
o Honor funder/grantee commitments
* General Prioritization
o Priority 1: Projects already underway ("Finish what we've started")
o Priority 2: Projects that address asset, infrastructure, or resource deficiencies ("Fix what's broken")
o Priority 3: Strategic system growth and enhancement ("Meet demand")
o Priority 4: Pursuit of projects not in an adopted CIP ("Act on opportunities")

To continue this process, staff will present Parks & Greenway and Environmental Resources CIP carryover projects from previous years, 2025 planned CIP projects (currently in the 2024-2028 CIP), and projects identified in 2024 from bonding requests, grant applications, and citizen interest that were not included in the 2025 plan of the adopted 2024-2028 CIP (Attachment: Environmental Resources 2025 Draft CIP Project List and Attachment: Parks and Greenways 2025 Draft CIP Project List).

This is the second in a series of discussions planned for spring 2024 to discuss potential projects for inclusion in the 2025 CIP. Additional discussion will include Transportation CIP. Facilities CIP was discussed in March 2024.
