PURPOSE/ACTION REQUESTED

Authorize execution of a contract with SRF Consulting Group, Inc. for construction administration, inspections, surveying, and material testing services for County Project (CP) 09-56, reconstruction of County State Aid Highway (CSAH) 9 (Dodd Boulevard) from Highview Avenue to Glasgow Avenue, and the construction of 179th Street from Hayes Avenue to CSAH 23 (Cedar Avenue) in the City of Lakeville.

 

SUMMARY

To provide a safe and efficient transportation system, Dakota County is reconstructing CSAH 9 (Dodd Boulevard) from Highview Avenue to Glasgow Avenue and constructing 179th Street from Hayes Avenue to CSAH 23 (Cedar Avenue).

 

The number of construction projects in 2023 exceeds the available staff to manage the projects. The County is seeking expertise from an engineering firm to provide the construction management, inspection, surveying, and material testing services so this project can be completed next year.

 

In May of 2022, Transportation Department staff sent Requests for Proposals (RFPs) to three professional engineering firms with expertise in this type of work. Two firms submitted proposals which were evaluated by Transportation and City of Lakeville staff.

The construction project was originally bid process in the spring of 2022 and rebid in December for a construction start in 2023. SRF agreed to manage the project during the 2023 construction season.

County and City Staff found that the proposal from SRF Consulting Group, Inc. highlights their strong technical expertise, staff, and experience with complex transportation projects and meets the requirements of this project. Construction management was estimated to cost 7.7 percent of the estimated construction cost of $11.2 million, which is $862,400. The construction services of $816,254 came in at 7.3 percent.

 

The County Engineer recommends execution of a contract with SRF Consulting Group, Inc. for construction management and inspection services for CP 09-56.

EXPLANATION OF FISCAL/FTE IMPACTS

A budget amendment was approved by the Board on January 3, 2023, with the construction contract award. The approved project budget of $16,546,353 (see Attachment: Financial Summary) includes sufficient funds for the construction services contract with SRF. The construction management and inspection services costs will be shared with the City of Lakeville in accordance with County policy.

WHEREAS, to provide a safe and efficient transportation system, Dakota County and the City of Lakeville are proceeding with County Project (CP) 09-56; and

 

WHEREAS, CP 09-56 is the reconstruction of County Road (CR) 9 from Highview Avenue to Glasgow Avenue and the construction of 179th Street from Dodd Boulevard to Cedar Avenue; and

 

WHEREAS, the County is the lead agency for CP 09-56 with construction scheduled to begin in spring 2023; and

 

WHEREAS, the 2023 construction workload exceeds available County staff; and

 

WHEREAS, an engineering firm with this specialty will provide construction management, inspection, surveying, and material testing services in 2023; and

 

WHEREAS, the two proposals were evaluated by Transportation and City of Lakeville staff; and

 

WHEREAS, the proposal from SRF Consulting Group, Inc. highlights their strong technical expertise, staff, and experience with complex transportation projects and meets the requirements of this project; and

 

WHEREAS, the requested construction management was estimated to cost 7.7 percent of the estimated construction cost, but the revised proposal submitted by SRF Consulting Group, Inc. came in under the estimate at 7.3 percent; and

 

WHEREAS, the Transportation Capital Improvement Program budget includes sufficient funding in 2023 for CP 09-56; and

 

WHEREAS, the County Engineer recommends execution of a contract with SFR Consulting Group, Inc. for construction management, inspection, surveying, and material testing services for CP 09-56 for actual costs.

 

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Physical Development Director to execute a contract with SRF Consulting Group, Inc. for construction management, inspection, surveying, and material testing services for County Project 09-56 for $816,254, subject to approval by the County Attorney’s Office as to form.
